Notificationon the Encouragement for Applying for the License for the Use of the Product Registration Mark

Introduction:

On 27 October 2025, the Ministry of Industry, Science, Technology and Innovation informs all manufacturers, import companies, and business operators that, in order to encourage and facilitate the application process for the License for the Use of the Product Registration Mark, the Ministry has launched a promotional and awareness-raising campaign to support enterprises in obtaining the license.<sup>1

‍</sup>As the Secretariat of the Ministry, the Institute of Standards of Cambodia has revised and prepared a set of incentive measures, which are described below.

Key Provisions:

The following incentive measures will be implemented as part of the campaign, which will run from 27 October 2025 to 31 December 2026:
‍

A. Required Documents for Locally Manufactured Products (Copies)

1. Valid company documents (valid Patent Tax Certificate) and the Factory, Enterprise or Handicraft Operation Certificate for first-time applicants.

2. A sample of the product registration label in compliance with the national standard CS001-2000 (natural color, one copy).

3. A product analysis certificate that is valid for up to six months from the date of issuance.

B. Required Documents for Imported Products (Copies)

1. Valid company documents (valid Patent Tax Certificate).

2. A sample of the product registration label in compliance with the national standard CS001-2000 (natural color, one copy).

3. A product certification document or a product analysis certificate that is valid for up to six months from the date of issuance.

4. An exclusive import or distribution authorization, or an equivalent document, or aquality assurance letter.

C. Government Fee Incentives

For package submissions, the public service fee for each product under the License for the Use of the Product Registration Mark, which is normally 200,000 riels, will be applied with promotional discounts as follows:

- 10% discount for applications of 5–19 products submitted at one time.

- 15% discount for applications of 20–49 products submitted at one time.

- 20% discount for applications of 50 or more products submitted at one time.

D. Products Already Certified with the Certificate of Conformity Cambodian Standard (CS)

Products that have already received the Certificate of Conformity Cambodian Standard (CS) do not require the License for the Use of the Product Registration Mark.

E. Products Already Holding the Certificate of Conformity to Cambodian Standards (CS) or the License for the Use of the Product Registration Mark

Products that already hold either the Certificate of Conformity to Cambodian Standards (CS)or the License for the Use of the Product Registration Mark do not need to apply for the “Cambodian QualityProducts” mark.

F. Product Sample Testing

Applicants may independently submit product samples for testing at any accredited and officially recognized laboratory.

Manufacturers and importers are encouraged to take advantage of the incentive measures during the campaign period and ensure that their products meet national standards before entering the Cambodian market.
